The in-box Windows PowerShell 5.1 of this machine by absolute path: %SystemRoot%\System32\WindowsPowerShell\v1.0\powershell.exe. For code that runs on the end user's machine (electron-updater); electron-builder takes PowerShell from toolsets.executables.
